It basically means that the last Power On Self Test (POST) failed. Unless you are in the process of overclocking the system and used settings that didn't work for your hardware it has nothing to do with overclocking.
Built with only the best components, the P5B Deluxe and PC2-8500 HyperX memory are optimized for each other to reach maximum performance. Both are validated for stability and compatibility.

I too had a old P5B deluxe board that would just crash and it was the 500W antec power supply I was using, the power supply was not defective as I returned it and got the exact same one. The problem was that it did not have the proper amperage on one of the lines that was required by the board.

If you put in an overclock that fails, the BIOS will restore the motherboard to a stable setting, for example, I try to boot with an Intel E6400 (stock: 2.1ghz) overclocked at 3.6, and with higher voltage.
Overclocking is a process of making various components in a computer to go faster than their stock speeds. So if you buy a processor (lets say an i7-920 2.66 GHz) and make it go faster (lets say 3.6 GHz), that can be deemed as overclocking.
Beyond overclocking, the economy of building your own PC also lies in upgrading it in pieces and parts to keep it up to date. Once you've taught yourself to build a PC, swapping parts out is easy.

Also know that the steps for overclocking apply to all chips: quads, duals, single-cores, or triple-core processors. You can use the basics taught in this guide with any modern machine.
